I know this doesn't help per say, but a few days i contacted one person from valve and sent them all the information that I had about the issue. description on what happens when this happens and some log files that show everyone in the server dropping due to timeouts at the start of the new map and that the server doesn't crash or anything.
This was the reply I had gotten and I wont say who i got it from since they didn't reply here and it would be rude to. "Thanks. I'll forward to the appropriate people so they can investigate. It might not make the next update, depending on when it is." I know its not much, but at least it shows that they have the information and its been sent to the right team and maybe we will have something shortly.
