The netcon feature is not the same as rcon. You do not need to use any of the commands prefixed with "rcon" if you are logged into the netcon console.
If you have set a netcon password using the "-netconpassword" command-line option, you need to enter PASS followed by the password you set once you connect to the netcon console. You can't run any commands until you do this. Note that you *only* need to do this is you have explicitly set a netcon password. As for the commands you can use, it depends on which console you are logged into. If you are logged into the "master" console, there are only 5 commands you can use: status, broadcast, find, shutdown, and quit. If you are logged into a forked server's console, you can use any of the console commands or cvars that you want.
