Its still not that simple, udp is obviously lots of small packets, as soon as you get some kind of firewall opening that many packets before it hits the server, it can depending on the quality of the firewall bottleneck the server. Especially when its a server as busy as the example given.

So you can easly filter this packet coming from the same IP address on a high rate.
