So far on a LAN server I have set up, along with an internet server, I've had this problem.
When the server switches to arena mode, everyone can pick "Fight" and then pick a class. However, it never spawns anyone or starts the round, so everyone sits there on spectator. Maybe I'm missing something, but I don't have this problem when I host a listen server.
