Yep, I wasn't getting much luck with forks before either. It flatly wouldn't use the setmaster add commands in the config file specified on the command line with +exec (even though it was pulling the rest of the vars from there fine). If you manually did a setmaster on an individual server's console, it immediately showed up and players would start joining from the matchmaking system.
What does work with forks however is chucking: setmaster add 68.142.72.250:27011 setmaster add 69.28.140.246:27011 setmaster add 69.28.140.247:27011 setmaster add 72.165.61.189:27011 ..into server.cfg in your cfg folder. If you notice on the console when you start up forked servers, it still tries to exec server.cfg and complains if it doesn't exist. This might vary if your startup line specifies -servercfgfile (does that work on L4D?), but we use +exec in our startup line. That at least has resolved it for us, and now I can see the usual 200+ servers of ours in the Steam group servers interface in Left 4 Dead. See if that works for you.
