If you have a large banlist and have 'exec banned.cfg' in your server config file; this can be a possible problem - at least on HL1 servers.
Depending on the banlist size (given the config file is executed on map change, and therefore the banlist is then executed if its listed in your config file), this can freeze your server for 10+ seconds.
