Hi,

The CPU usage of TF2 has increased substantially since it was initially 
released, mainly due to the class packs and other updates.  What happens 
if you do not confine the server to one core?  Have you tried removing 
-pingboost?

Also, I don't think the -fork option does anything for TF2, only L4D.
