This behavior is since 22 Oct 2008 update.

If you don't want your server(s) to be listed to Internet tab then don't use 
the "-nomaster" switch, but try to remove the Master Servers (add these to 
server's config):

    setmaster remove 69.28.151.162:27010
    setmaster remove 68.142.72.250:27010
    setmaster remove 72.165.61.189:27010

You can find the IPs of Master Servers into 
%STEAM_HOME%\config\MasterServers.vdf file (they don't change often).

Also there's a bug, "setmaster enable" disables communication with Master 
Servers, while "setmaster disable" enables the communication with Master 
Servers :)
