I have also noticed a huge increase in resource usage after the last few updates, along with the fps dips the same as yours with more than 20 players in-game. Once you get 24-30+ tickrate even starts to drop as cpu usage (according to htop, i know not very accurate) bounces off the high 90%'s. Before the last few updates fps and tickrate were fine all the way up to 32 people, nothing has changed and different kernel's and options unsurprisingly make no difference. This is on debian lenny if it makes any difference.
