I never had a problem with time bans unless I didn't have the configs as executable in the server config. When I didn't have them in there they'd bever expire. Also timed bans are only changed on mapchange so if you ban someone for 5 minutes and the map doesn't change for 45 minutes they'll be banned for 45 minutes.
