Yes you can, in server.cfg, use: alias "sys_ticrate" "echo cvar locked"

Should work fine :)

Why do you want to do that?
When you use -sys_ticrate in your command line, you can still change the
sys_ticrate cvar value to anything, it won't have any effect at all.
