If this is a rented server from a GSP or other service prvider, their 
firewall could be blocking it.  I would contact them and find out.

Since this is the hlds_linux mailing list, I'm assuming the server is a 
Linux box.  If you have root access on the server via SSH, you can log 
in and check the local iptables firewall rules:

iptables -L
