I trought its "half connected" bug what is fixing this:

public Action:HalfConnected(client, args)
{
        if (client == 0) return Plugin_Continue;
        if (!IsClientInGame(client) || !IsClientConnected(client))
        {
                return Plugin_Stop;
        }
return Plugin_Continue;

in rcon_lock.. anyway, you can try contact Kigen to add Test_Wait
command detection
