Thanks everyone, especially Ulrich. You seem to be an expert with 1000 FPS servers. I made the changes beyond modifying the kernel and ran some tests but I am only getting 400 FPS a the highest right now. I'm scared to do anything involving the kernel because blowing it up would be a horrible thing for me.
I've checked and the server processes are running at -99 priority and max_fps is set to 1000.
