Sorry for trolling your post but, if you re-read his email he's not looking to share ban lists with outside admins -- simply among his own servers.
Sorry, Crazy Canucks, I'm not sure if this is possible. However, you might check into SteamBans.com, I believe that they're cross-game and undergo a rigorous banning process (such that innocents are rarely banned). I believe they also have plugins and/or mods to facilitate the use of their ban lists. HTH.
