Hello,

There is no way around this.  If you use TCAdmin as the game control panel
then in the master game template you can specify a "extra" slot to allow.
This extra slot can not be used for players.  It is used for just this case
source tv.

SourceTV has always occupied a player slot on my CS:S server.  I'm not 
sure if there is a way to make it so this doesn't happen.
