Correct.  You have to use ^] (CTRL and the "]" key) to get the telnet 
prompt, and then type "quit".  Without using CTRL-] first, anything you 
do will be sent to (and interpreted by) the remote host you are attached 
to via telnet, including CTRL-C and so forth.
