There are some posts on the steampowered forums on this issue too. Plus rumors that it might be an attempt at limiting idling, except it seems to affect non-idle maps/servers.
I've experienced it myself, even timing out seconds after connecting. Also found out that setting cl_timeout (clientside) to a big number helps a bit.
