No and yes

A map _MUST_ be loaded for the server to go live.  However, the startup
script will ensure one is run if you don't. (By contrast, the startup script
for TF2 will merely warn you)

Personally, I set a load-on-server-start map in the autoexec.cfg file
instead, but it has the same effect.
And yeah, as someone said, check sourcemod.
