I have the exact same problem, I went back to a backup copy before last update and they show right up in the server list.
They do show in gametiger and I can join them manually but they never show in the steam server list. You also cannot add them to the favorite list, you can use the search for games at this IP option and it finds the server but when you try to add it to the fav. list it never shows. This is not a client problem, it happenes to everyone. These are HL1 deathmatch classic servers.
