If you apt installed you can easy run the command apt-get install linux-rt, 
This works fine on ubuntu based servers, but I havent tried it on any other 
flavors, also if you are having problems running ./hldsupdate tool there is a 
lib file that you might need, I cant remeber which one it was off the top of my 
head now though.

I think they disabled the name changing for a clear reason. name 
newnamehere or setinfo name "newnamehere" into console has been blocked. 
There is also a plugin for clietns that used to allow nick changes, it 
uses addons which are ment to be used only on a server. I am not sure if 
this was the exploit they mentioned. So only way now to change is 
through Steam. I do understand that server admins need time to time to 
change nicks in order to bust out cheaters with fake names stocking them 
at disguise so this also is a bad thing. 

Basically they removed the ability for server admins to change clients 
configs long ago and this is propably another change due to same 
reasons. As a player, i will feel that server changing the name i set to 
myself to some other is a violation against me as a player. While Valve 
talks about games as a service, this is one way to support towards that 
claim. It comes down to user experience. Few bad experiences from 
servers that we run reflects to them in the end. 

This game also haves gore and blood so if someone occasionally says the 
F-word on a server, i woudn't really mind about that. For constant 
cussing and childish act yeah, but it's not really that bad,  because 
this game is not for kids.
