If I recall it correctly that plugin was released to allow up to 32+1 players when TF2 servers were locked to max 24+1 slots. Last time I checked (a few months ago) there was a 33 slots limit hardcoded in the tf2 client, so anyone connecting to a server with more than 33 (real) slots will CTD. I don't think this limit has been removed from the client.
