Getting delisted wouldn't cause this issue. I've had connectivity with steam be iffy before - try letting the server run for a few minutes and see if it connects on its own.

nemrun's update daemon (or, more specifically, the srcupdatecheck script) registers a fake server on the list (yourip:47015) that doesn't respond to queries (nobody will see it) and waits for that server to get out of date notifications. It sends heartbeats pretty aggressively, but I've never heard of any kind of blacklisting/delisting because of it. Hopefully if valve takes any issue with the way it works, they'll ask us to stop. Or, more productively, add a "-command updatecheck" to hldsupdatetool to obsolete it (assuming said command doesn't take 30 seconds to run)
