Apparently the issue wasn't that it wasn't working, it was that we didn't see the "TV" in the server.

When you enable it through command line or autoexec.cfg it is enabled, you just don't see the instance in the server.

I'm running multiple servers off the same file set so each gets
their own custom server config like that. The config is executed
before the first map is loaded so TV is there instantly.

Nice thing about this is, it works the same way for all servers,
so some can have TV and some don't, depending on what they
actually do in their config file.
