Try doing this into server console:

setmaster add 216.207.205.99:27011
setmaster add 216.207.205.98:27011

After that, check server browser if they are there. If yes, it's not a blacklist issue. However, setting master servers manually isn't recommended. You should try to look solution elsewhere. Blocket ports on firewall, router, etc could be the reason.

I did restart the server to verify, and it did the same thing.  Yes, I applied 
the update that came out today.



So, I'm not getting the master server list automatically.  I don't think adding 
it manually is going to help if I've been blacklisted for some reason.

Anything else I should check?  And, where can I complain to Valve to have 
someone look at this?  I don't get the impression that they really are going to 
care about my one little IP.
