Something i'm surprised of is that it's done every year, and theres never
been any thought about creating a cvar to allow the admin to dis-allow the
tf_birthday forced on when this happens.
Yes they could still force the balloons, ect.. in that time frame but allow
a cvar to turn it off for the servers that would still rather not have it.
