When I used _restart on my TF2 server it did not update the server, nor
did I get any messages about the server needing an update. I had to
update it manually using steam.

I agree. removing all my addons will be like.. well then CS:S is no

My CS:S server was crashing when a client connected. I
disabled
SourceMod and it seems to have solved the problem.
