My server is running 1.1.1.0 and not complaining about any updates. Just ran manually steam updatetool binary and the server got updated to 1.1.1.1 version. Is this an expected behavior?

Just to note, we noticed our nix servers did not restart on map change even
though there was a version change, was this intentional or just a glitch, I
can see a lot of scripts breaking if this was intentional and how future
updates will be rolled out..

Subject: [hlds_linux] Team Fortress 2 Update Available

A required update for Team Fortress 2 is now available. The specific
changes include:

- Fixed a sentry gun exploit that let Engineers build multiple sentries.
- Fixed Engineers being able to build level 3 mini-sentries using The
Wrangler.
- Fixed the Holy Mackerel hit triggering the first blood event in Arena
mode.
- Fixed seeing error particle systems in old demos.
