I actually have the same issue, and I don't know why. I don't have any plugins at all, nor have I ever reported fake clients (in fact, I hate people that do that), and I am sure my firewall isn't blocking it. TF2 server, by the way. The only thing that I am doing that would differ me from someone else with a full vanilla install would be that I use nemrun, and I have for months without issues. I don't think Valve would delist due to a server updater program... it's not my fault their -autoupdate is broken. By any chance are you using it too? It's really annoying.
