What I do is this...... Keep a additional SRCDS install that is used for nothing other than periodically retrieving cvars (after updates). In the console type "log cvarlist cvarlist.txt". This will output all of the available cvars with their default values into a file names cvarlist.txt. Most of these will have their own descriptions. You will want to use a plain, vanilla install with no mods, no server.cfg, or anything as these will add their cvars into this list and scew the output.
Then to create your server.cfg.... Only put the cvars for which you have changed for their defaults into your server.cfg. I for example, only have a hostname, steam server id, alltalk, server rates, and disabled respawn in my server.cfg, nothing else. I hope this helps.
