At first glance I cannot relate the problems experienced by our users to the 
announced maintenance there.

There's a thread somewhere on the Steam forums where they post about
all of the scheduled maintenance for the various Steam master servers.
At least the past couple of days there has been maintenance on the
item drop servers - something about moving to a new database or
something. Why don't you go check that and see if that explains why
everything has been down for you.
