We'll investigate the CS:S Windows issue.  In the meantime, can you confirm 
that you don't have an old steam client on that Windows machine?  If you've run 
the steam client one, but not run recently, it might be using the old 
steam.dll, instead of the new one released in the latest update.

There were two updates today.  The first one contained all the shared stuff and 
all the games besides TF2.  The second fixed TF2.

only updated libraries in ./orangebox/tf/bin/
