Load does not equal CPU load. Be sure that you are setting your srcds to a specific core and not to all cores (0-3 or 0-7 if you are on a mult-core machine).
Also, more information might be helpful about the game that you are hosting/administering, things like: --What game are you hosting? --Machine Specifics (hardware/etc)? --Startup line/pastebin of your current server.cfg? All of those things might better help everyone help you out.
