This happened to me for different reasons, the weirdest one. DirectX set to
8.1 would cause a No-Steam Logon,
some like NAT Routers getting a bunch of ports blocked, and not getting the
steam certification,
or a combination of some which still occur to me like running a fullscreen
game application on steam,
while having set dxlevel to 9.0 but before being set to 8.1 by default,
don't want to get you bored..
but maybe the answer to all the players in TF2/CSS is simple, maybe the
Steam Servers can't handle too many tickets at the time...
