As far as I'm aware, this has been considered a feature for quite some
time. It's been brought up a lot of times, there hasn't been any real
interest in actually fixing the problem from what I've seen. Needless to
say, filtering disconnects seems to be the only real work around.
Otherwise, you will constantly lose players due to things conditions that
are completely out of their control. The single disconnections are
typically caused by clients crashing (I guess Steam beats the server?). The
mass disconnections are another issue all together.
