Yes it does. It goes away every round start when both teams would be shown it 
it regardless id player sees them or not. It was "fixed" like this back in the 
days when the radar changed to it's current form from them round one. Also if 
you have been keeping an eye of the radar, it occasionally shows enemy as same 
color as you are. Just couple of many bugs that propably will not be corrected 
since they are not critical.
