We've run into this at least once before, but it seems that Steam is not
letting some users sign in. Affected users who were were already signed
in to Steam have been signed out of chat, with it now saying "No network
connection could be made to the Steam servers. Steam will automatically
retry connection until the service becomes available." Said users will
also not be able to log into Steam through the web (it returns
"Incorrect login.")
While not strictly server-related, it is still indirectly related, as
members of your communities may not be able to log into Steam, let alone
join your servers for a game.
