Since I'm the author of MapChooser Extended and BuiltinVotes MapChooser (as well as the BuiltinVotes extension), why would I use UMC? :D
Anyway, the whole point in this is so I can turn on the user-initiated nextlevel vote (or more accurately, so I can hijack its cvar for another plugin). Right now, if I enable that cvar, the TF2 server will run its own next level vote 2 minutes prior to the map ending.
