There is the "defaults" command, however, it will also show you some additional settings which were not manually set by configuration. Some of them are hard-coded, maybe some are local to the map currently loaded, and I don't know where some of them come from. It shows both the current setting and the supposed default... though like almost everything Valve, it's about 65% accurate/complete/timely.
It would be useful if there was a console command called "default" or maybe "clear" (Cisco CatOS) which took an argument of a cvar name and then set it back to the default. But, there is not.
