I use the <img> solution on my servers and it has been working great so
far. I usually opt for a 8bit PNG with some smart dithering to make it all
smooth and keep the low size.

Recently I've been thinking about switching to a <div> based layout with
some independant PNGs to make the job of updating the MOTD simpler.

Still, back on the issue, neither I or my clients have ever reported such
problems. Either the client have disabled the HTML MOTD rendering or it
should be working just fine.

Try making "simpler" versions of your MOTD until it stops showing again in
order to narrow down the problem's cause either to JS or HTML itself.
