It's something at steam end or srcds itself. I don't have this issue on tf but 
if i quit server "wrongly" aka kill it on css or csgo, it will (might) pull out 
message connected to steam servers and immediately connection to steam servers 
lost. If i boot it up again, it works just fine. There could be a throttle at 
steam that prevents flood drom same ip, so if your servers connect at the same 
time and same ip...
