I've not had any instabilities caused by updates, but I also haven't had any resolutions to this issue other then restarting.

Bottiger10 explained this situation perfectly.

There was a update about a month ago that resolved this issue, but has been causing instability of the trading and other steam based servers.

It doesn't auto reconnect without rebooting. I asked for this feature
back in April after I created a script to monitor these problems and
found out that Steam down-times caused them. I have manually noticed
these problems happening ever since the switch to Steam based
heartbeat last fall.

If you have multiple IPs, your server will fail to reconnect to the
master list after Steam comes back up. If your server attempts to
reconnect while the Steam servers are down, it will say (Cannot locate
owner's steam account) until your server is rebooted. Changing the map
does not do anything. I contacted Fletcher Dunn about this several
months ago and haven't heard anything else about this, so I assume
they are busy working on something else.

If anyone from Valve is reading this, please don't just make it
reconnect on map change. Allow us to do it without changing the map.

Steam did maintenance on servers today so we all had that issue, and there
is no command. Though it should auto reconnect where they are done.

Is there currently a command that allows server owners to refresh the
quickplay accessibility on the server, when steam servers go offline it
loses connection to the account that the server is bound to, like so:

version : 1.2.1.8/22 4981 secure
account : not logged in (Cannot locate owner's steam account)
map : ctf_2fort at: 0 x, 0 y, 0 z
players : 20 (24 max)

On the alliedmodders forum I saw a thread saying that "heartbeat" was
supposed to refresh this, but it doesn't work. If there's not a command that
currently does this, can we get one?
