I'm connecting to servers across the country (east coast to west coast) and they load just fine and fast for me on the oldest comp I could find to run TF2. But this has run its course for me - no longer discussing it as its off topic and not the problem.

Also keep in mind, the internet connection the client has to connect to to see the video most like is not on the same machine as the game server (as you know). So for 1 client his troute may go to another section of the country (due to the routing from his isp), while the client was originally trying to join the server due to nice ping he get s to the server. this effects all clients in that aspect.
