You don't need a steamaccount which owns CS:GO to install the dedicated server.
Your problem is a missing 32-Bit lib of libstdc++.so.6.

Which OS is installed? You may use the packaged manger from your os to
install the lib.
On Debian: apt-get update; apt-get install libstdc++6
