This really has gotten bad. Yesterday evening everyone on my server was running this hack or being taught how to run it as they joined up.
I finally added the tf2fix sourcemod plugin, just for the mvm canteen hack protection. https://forums.alliedmods.net/showthread.php?t=180647 At least the game became playable again. Here's to hoping for a proper fix soon. MvM has really revitalized my small community server.
