Oh, wait ... maybe I totally mis-understood the whole SteamCMD and installing 
by AppID instead of name.
Do you use AppID 90? for any GoldSrc-based game (that has been ported over to 
SteamCMD)?

I re-installed fresh with AppID 90, and .... not as much stuff, but HL, CS and 
CS:CZ all together?

Does that mean if I want to host (for example) 3 Counter-Strike servers, that 
when I install them I will also be bringing in-two 3 copies of HL1, 3 copies of 
Condition-Zero?  I hope this isn't going to be the case with every GoldSrc game 
that get's converted.
