Yeah, the lux servers running other valve maps are sometimes problematic. It's not all of them though - it's specific machines. So perhaps it's a hardware issue on one or two of the nodes? (Or I suppose it could be nodes that are running instances of mvm and other maps that lack the oomph to do it)
The lux and sto servers don't really have decent pings to the UK either. But I suppose whereever you host them there'll be some compromise to be had. Are there really tons of Steam customers in Luxembourg? I don't tend to see lots of people on these servers with low pings suggesting that's not the case. Presumably the motivation is to pay less VAT?
If you blacklist the broken servers does matchmaking honour that? If so, that's probably your best bet as least temporarily.
There is so much that isn't filterable (bad configs, adverts, servers with 7 spies and 5 snipers in each team and so on) matchmaking is unusable in the current state. You're better just joining servers directly and hopping from one to the other until you find a good game. For MvM tickets that's probably not as straightforward though.
