If your running sourcemod nextmap, it appears to look in the root directory and not the 'cfg' directory for mapcyclefile unless you tell it otherwise eg 'mapcyclefile "cfg/mapcycle.txt"', I ended up putting mapcycle.txt and motd.txt back to their old home outside the 'cfg' folder as I had servers ending up in arena mode otherwise.
