FPS is locked to the tickrate.

I host several game servers on a dedicated Ubuntu 64Bit server and the
busy ones have been having major problems lately where guns are doing no
damage even with direct head/body shots (there's even blood splatter).
I assume this has to do with using the default kernel (fps is limited to
64).
Upgrading the kernel scares me since it can fubar the system. So i started
researching other methods and i found the following:
apt-get install linux-headers-lowlatency
apt-get install linux-lowlatency
I can't find any specific information what these 2 packages do; they're a
either realtime kernel or 1000hz kernel.
So my question is; is it safe to install the above packages? Will they
increase my FPS to 1000? Or will they affect the stability and performance
of the OS in a negative way?
