What I think he means is, the Source SDK in Steam tools section. That is deprecated and will be removed in the future. SDK tools that it had, are now shipped with the each game. That 2013 release is different from this.

So if you want TF2 related tools to open, have a look at STEAM\SteamApps\common\Team Fortress 2\bin\ and for example start hammer.bat to get hammer open or HLMV.bat to get model viewer open.
